Notably, the site was not designated for residential development in the 2015 Local Plan or the Lancashire County Council's Emerging Local Plan, primarily due to unresolved access difficulties. The introduction of 23 dwellings would bring an estimated additional 50 to 60 vehicles into an area already struggling with capacity issues. Cocker Lane, characterized by its limited width, substandard surface, and inadequate lighting, is ill-equipped to accommodate such an increase in traffic. The prospect of widening the road is further complicated by the presence of critical utilities and communication lines, presenting insurmountable physical and legal hurdles. This situation is particularly concerning in terms of safety and congestion, especially near Moss Side Elementary School.
Alteration of Cocker Lane's Character:
The proposed development also threatens to significantly alter the intrinsic character of Cocker Lane. The replacement of the natural and verdant environment with a densely built residential area would not only detract from the aesthetic and historical value of the lane but also erode the community spirit that defines our neighborhood. The loss of natural landscapes to residential construction would fundamentally change the essence of Cocker Lane, stripping it of its unique charm and identity.
In light of these grave concerns, with a particular emphasis on the ecological ramifications, I implore you to reassess the proposed development. It is imperative that the protection of our local wildlife and their habitats, along with the preservation of the distinct character of Cocker Lane and the resolution of access difficulties, be prioritized in the planning considerations.
