It is paramount that any development proposals seek to preserve and protect the existing character and ambiance of Cocker Lane.
Access Challenges and Planning Context:
Equally pressing is the issue of access to the proposed site, which presents significant logistical and safety challenges. It is important to note that Central Lancashire already possesses a surplus of land designated for housing, meeting and indeed surpassing the five-year supply requirement outlined in the Emerging Lancashire County Council Local Plan. Despite this, the site in question was specifically discounted due to the very access issues that we now find ourselves contending with. The introduction of 23 dwellings, and consequently an estimated additional 45 to 60 vehicles, would exacerbate the existing constraints of Cocker Lane, which is already limited by its narrowness and inadequate infrastructure. The complexity of widening the road, hindered by the presence of essential utilities and communication lines, adds to the challenge and underscores the infeasibility of the proposed development from an access perspective. This is particularly concerning given the potential for increased congestion and safety risks, especially in the vicinity of Moss Side Elementary School.
Ecological Considerations:
Lastly, the development poses significant ecological concerns. The area earmarked for development is a vital habitat for a diverse range of wildlife, including bats, foxes, hawks, owls, and deer. The Ecological Statement provided in the planning documentation appears to significantly underplay the ecological value of the site, notably in its assessment of bat populations. The disruption to these habitats could lead to a substantial loss in biodiversity, which is unacceptable. A comprehensive and accurate assessment of the ecological impact is essential to ensure that the development does not cause irreparable damage to these natural ecosystems.
Given the gravity of these concerns, with a particular focus on the need to protect the unique character of Cocker Lane, I strongly advocate for a reevaluation of the proposed development. Ensuring the protection of Cocker Lane's ambiance, adequately addressing access challenges in light of existing land stock and planning context, and mitigating adverse ecological impacts should be paramount in the planning process.
